Moscow, Russian Federation – Mobile TeleSystems PJSC (“MTS” or the “Company” – NYSE: MBT; MOEX: MTSS), the leading telecommunications provider in Russia, announces that MTS President Andrey Dubovskov has been elected to the Board of the GSM Association (GSMA).
The Board of the GSMA consists of 25 representatives from the world’s largest telecommunications operators, as well as the Director General of the GSMA. Board representatives include the top managers of leading telecom operators such as AT&T, China Mobile, Deutsche Telekom, Orange Group, Verizon, TURKCELL and many others.

The GSMA represents the interests of telecom operators worldwide and combines around 800 operators, as well as nearly 300 companies that participate in the telecom market, including manufacturers of mobile devices and software, equipment suppliers, and companies in related industries.

Andrei Dubovskov, President and CEO of MTS, has been ranked 33rd in the 2014 annual ranking of the most powerful managers in the global telecom industry, up from 59th place in the 2013 ranking. According to the report, “Under his leadership, MTS refocused its marketing activities on increasing customer loyalty and reducing costs of subscriber additions, enabling the company to reduce churn by 6% in 2013. During his tenure Dubovskov has further strengthened MTS’ position in the industry having set in place and implemented a number of initiatives including the enhancement of 3G networks and rolling out 4G networks throughout Russia and the ongoing deployment of GPON in Moscow.” Andrei is the only Russian manager included in the 2014 ranking.
September-October issue of the Global Telecoms Business features an interview with Andrei Dubovskov recorded in mid-September, Andrei talks about ongoing modernization of the mobile networks in Russia and the Company’s success in GPON deployment in Moscow. In the same issue Alexey Kornya, MTS Vice President and Chief Financial Officer, comments on how new accounting rules under US GAAP and IFRS may impact the Company’s reporting.

At the St. Petersbgurg International Economic Forum in June 2013, MTS President and CEO Andrei Dubovskov spoke with Bloomberg about Company's focus on boosting data usage through sales of smartphones, including Windows phones and cheaper MTS-branded Androids. On December 3, 2012, MTS sponsored “Russia Day” at the New York Stock Exchange, an annual gathering of Russian and American business leaders designed to promote Russian companies among international investors. With the rapid maturation of Russia's largest companies, Russia Day has become an opportunity for both sides to review the past year's milestones in trade, regulation and market development.
Across multiple forums, MTS's CEO Andrei Duboskov came bearing a single message: the NYSE should be more actively communicating to the Russian business elite that the liquidity benefits of being listed on the NYSE will maximize asset value while expanding opportunities for growth and development. At the same time, Russian companies should embrace the stronger management and governance standards espoused by the Exchange. This level of partnership will in turn greatly improve many of the misperceptions about Russia and the Russian economy held by a wide range of market participants.
