MTS won a spectrum auction today in Russia and has gained a lot in the 2.6 Ghz frequency range to provide services on the LTE-TDD standard. The spectrum block is valid throughout Russia and will be used to strengthen LTE network capabilities. The results of the tender give MTS a 25MHz block in the 2.6 GHz range, which we currently use to provision service primarily for USB modems, tablets and certain smartphone devices.
The total cost of the spectrum was RUB 4.0 bln. The license is valid for 10 years.

We are pleased to announce that MTS recently received a GSM 900 MHz license in the Penza region giving the Company full 2G coverage in Russia. The license was awarded on April 19, 2011 by the Russian Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (ROSKOMNADZOR) as part of the tender for the GSM 900 frequencies. It is expected that the Company will begin construction of its 2G network in the near future following receipt of the necessary approvals.
MTS already provides mobile voice and data services in the region under its IMT-2000/UMTS (3G) federal license using the HSPA+ standard in the city of Penza, the region’s administrative center, following full commercial launch on December 21, 2010 The first segment of the 3G network was launched in the city of Penza in May 2010. The network currently supports data transfer speeds of up to 21 Mbps, which can be increased to 42 Mbps, and is one of the most advanced mobile networks in Russia. During the first half of 2011, the Company plans to expand coverage to additional five cities and along main transportation arteries.
We also have a fixed-line presence in the region after our acquisition in June 2010 of Penza Telecom, the leading local alternative operator offering broadband internet and cable television services in the cities of Penza and Zarechny. Combined our mobile and fixed assets provide us with a great opportunity to offer convergent products to our subscribers be it voice telephony, internet access, cable television or content, as well as unified billing and centralized customer care. The ability to offer 2G services will benefit both the mass market and the corporates though provision of universal intranetwork roaming and greater coverage of the Penza region. We currently have 15 own stores and around 100 points of sale in the region. MTS will be expanding its retail presence to further stimulate demand for the Company’s products and to better engage existing and prospective subscribers.

Global Telecoms Business (GTB), a leading telecommunications trade magazine, ranked MTS President and CEO, Mikhail Shamolin, the 26th most powerful telecommunications professional globally in its annual “Power 100” list of leading industry executives. The 2010 ranking, determined by reader-submitted nominations, is an improvement from last year’s placing of Shamolin at #29. GTB acknowledged several milestone achievements at MTS over the past year as the cause.
“Mikhail Shamolin is the president and CEO of MTS, which operates in Russia and the CIS. Since May 2008, Shamolin has driven corporate transformation through MTS’s entrance into fixed-line services through the acquisition of Comstar-UTS, the provider of integrated telecommunication solutions in Russia, and the launch of Omlet.ru, an online content portal.
“During Shamolin’s tenure, first as head of MTS’s Russian business and then CEO of MTS, the company’s core markets have delivered nearly 20% compound annual revenue growth since 2005 and developed into the world’s ninth largest telecommunications company by subscriber numbers.”

We are proud to share two articles in the Financial Times published this week, reporting on MTS and our content portal, Omlet.ru. We have talked about Omlet.ru in this blog before and it has recently received Meffys award.
During our trip to New York to celebrate the 10th anniversary of listing on the NYSE, Mikhail Shamolin, President and CEO of MTS, met with the Financial Times journalists. Mikhail talked about content distribution in Russia, how we can overcome the piracy grip, and why MTS has a window of opportunity to carve a strong position in the potentially lucrative content market.

We have attended the 2010 Mobile World Congress in Barcelona this week and wanted to share some highlights of MTS at the show for the readers of our blog.

There have also been a number of announcements at the show relevant to MTS:
- We have been honored with the GSMA 15th Annual Global Mobile Award in the “Best Billing & Customer Care Solution” category for our “Your Individual Optimal Tariff Plan” service. MTS became the first mobile operator from Russia and the CIS to be recognized with one of the most prestigious awards in the telecommunications industry.
- MTS Ukraine has selected Alcatel-Lucent to conduct a Long Term Evolution (LTE) trial, which will begin in the second half of 2010.
- MTS is teaming up with Opera Software to provide a co-branded version of the Opera Mini browser. This will provide our subscribers with access to a customized Opera Mini start page when they download the browser on their mobile phones.
- Vantrix, the global leader of mobile video optimization and delivery solutions, announced that it was selected by MTS to provide a video delivery solution for Omlet.ru, MTS’ online and mobile content portal.
