Moscow, Russian Federation – Mobile TeleSystems OJSC (“MTS” or “the Company” – NYSE: MBT), the leading telecommunications provider in Russia and the CIS, announces that “COMSTAR – United TeleSystems” JSC (“Comstar” – LSE: CMST), a majority-owned subsidiary of MTS, issued a release confirming that, following the announcements on February 24, 2011 and March 21, 2011 regarding Comstar’s intention to seek cancellation of the listing of its global depositary receipts (“GDRs”), the UK Listing Authority has today cancelled the listing of Comstar’s Regulation S GDRs (ISIN: US47942P2083) and Rule 144A GDRs (ISIN: US47972P1093) from the Official List with effect from 8.00 am GMT. As a result, the GDRs will no longer be admitted to trading on the London Stock Exchange.

The Privy Council’s ruling confirms the jurisdiction of the Isle of Man courts to try the counterclaims asserted by the KFG Companies against various defendants, including Sky Mobile, OOO Altimo and Altimo Holdings, for the wrongful misappropriation and seizure of Kyrgyz telecom operator Bitel and its assets.

MTS Appoints New Chief Executive Officer

Moscow, Russian Federation – Mobile TeleSystems OJSC (“MTS” or “the Company” – NYSE: MBT), the leading telecommunications provider in Russia and the CIS, today announced that in accordance with the Company’s Charter1 Mr. Andrei Dubovskov has been appointed by the MTS Board of Directors (“BoD” or “the Board”) as President and Chief Executive Officer (“CEO”) of Mobile TeleSystems OJSC. Mr. Dubovskov replaces Mr. Mikhail Shamolin, who has served as President and CEO of MTS since May 2008. Mr. Shamolin’s candidacy is expected to be nominated to the position of President and CEO of Sistema for approval at tomorrow’s Board of Directors meeting of Sistema, the largest diversified public financial corporation in Russia and the CIS and the majority shareholder of MTS.

Resignation of Trustee for the Notes due 2012

Moscow, Russian Federation – Mobile TeleSystems OJSC (“MTS” or the “Company” – NYSE: MBT), the leading telecommunications provider in Russia and the CIS, announces that, pursuant to an Instrument of Resignation, Revocation, Appointment and Acceptance dated February 28, 2011 (the “Instrument”) (i) The Bank of New York Mellon resigned as trustee, registrar and paying agent under the indenture dated as of January 28, 2005 (the “Indenture”) between Mobile TeleSystems Finance S.A.1 ( the “Issuer”), the Company, and The Bank of New York Mellon (formerly JPMorgan Chase Bank, N.A.), pursuant to which the Issuer’s $400,000,000 8.00% Notes due 2012 were issued; and (ii) Wilmington Trust Comany was appointed, and accepted its appointment, as trustee, registrar and paying agent under the Indenture.
